Copacity, Inc. (“Copacity”), a clean energy procurement platform is issuing this Request For Proposals (“RFP”) on behalf of multiple affordable housing development and management clients (“Clients”) located throughout the state of Rhode Island.  All Clients in this consortium have existing Remote Net Metering (RNM) covering their primary utility accounts at their development projects.  With the success of their RNM contracts the consortium of Clients are now looking at on-site option to further reduce their electricity costs.

 

Even with the RNM contracts in place, the installation of any of the proposed on-stie systems – and the resulting reduction of consumption – will not interfere, conflict or otherwise be prohibited.  Each of the Clients either still has additional usage to offset (outside of their RNM contract) and/or will be putting new units online, which will increase their overall usage.

 

This RFP seeks proposals from qualified renewable energy developers referred to as “Developer,” “Respondent,” and/or “Bidder” throughout this RFP document) who can successfully design, plan, permit, develop, install, finance and operate a portfolio of residential, small commercial, parking lot and/or battery storage projects across a portfolio of 426 mostly residential sites.  The sites for the proposed Projects are attached in the supplemental MS Excel document for project addresses.

  • The goal of this RFP is to maximize the proposed system options, sizes, and kWh production at each site and to deliver the greatest economic value back to the clients.

Encouragement of ALL potential Respondents

It is understood that this RFP encompasses a large number of sites, installation, and contract options.  The goal of this RFP is to be as flexible as possible to secure the most offerings that meet all Respondents availability.  Respondents are not required to submit bid(s) for every site, nor for every project type.  It is encouraged that Respondents include the sites that best fit your firms’ offerings and business model.

 

  • Proposals that do not encompass every site, or every type of project are encouraged.
  • Smaller firms, or firms with specific business focus, etc. are encouraged to apply.
  • It is likely that multiple awards will be made as a result of this RFP.

 

Example 1:  A Respondent who only wants to propose a subset of residential-scale rooftop systems is encouraged to apply.

 

Example 2:  A Respondent who only wants to propose solar carport/parking lot systems is encouraged to apply.

 

Example 3:  A Respondent who wants to propose multiple options, such as combined rooftop, carport, and storage options, is encouraged to apply.

The RFP bid page will open 48 hours following the pre-bid meeting.  It will contain a project and pricing bid response form which will for multiple options, pricing and submissions.

 

Clients will accept proposals that include, but are not limited to:

  1. Power Purchase Agreement(s).
  2. Net Meter Credit Agreement(s).
  3. Site / Project Leases.
  4. Turnkey Purchase of Project(s)
  5. Any other economic proposal that meets the stated needs and goals of this RFP.
